H.E. Dr. Hala H. El Said is one of Egypt's foremost economists and public servants, a builder of institutions, a shaper of policy, and a steadfast advocate for inclusive, sustainable development. In July 2024, she was appointed Economic Advisor to H.E. President Abdel Fattah El-Sisi, providing strategic counsel on macroeconomic policy, fiscal reform, sustainable development, and Egypt's engagement with the global economy. In August 2025, she assumed the role of University Counselor at The American University in Cairo, where she leads high-level institutional partnerships and guides AUC's transformation agenda in alignment with Egypt's national education and development priorities. Previously, Dr. El Said served as Egypt's Minister of Planning and Economic Development, steering the country through one of the most consequential periods of economic transformation in its modern history. She spearheaded the formulation and implementation of Egypt's Vision 2030, led the National Structural Reform Program, and championed initiatives to expand foreign direct investment, modernize governance, and embed evidence-based policymaking across government. She was also Chair of the Sovereign Fund of Egypt from December 2019 to July 2024, overseeing the expansion of its authorized capital and driving landmark green energy and private-sector partnerships. Throughout her tenure, Dr. El Said placed human capital at the center of economic strategy, launching programs for women's leadership, youth empowerment, and financial inclusion that have reached millions of Egyptians. She was recognized internationally for this work and named Best Arab Minister at the Arab Government Excellence Award in 2020. Dr. El Said's career spans academia, banking, and public policy. She was the first elected Dean of the Faculty of Economics and Political Science at Cairo University (2011–2016) and served as the University's Deputy President for Scientific Research and External Relations. Dr. El Said is a recognized voice in global economic forums, having represented Egypt at the highest levels of engagement with the World Bank, the IMF, the OECD, the African Union, the United Nations, and the Mediterranean and African regional institutions. Her work reflects a consistent conviction: that economic transformation, when designed with inclusion and grounded in institutions, becomes the surest path to shared prosperity.
